GOLIATH SOLVE COUNTY FINANCIAL PROBLEM

As all and many knows...Goliath something of the financial genius.  Seeing his belove Clark County in such distress he wrack his necrotic brain tissue for big solution.  Sure enough, he come up with quite the plan.  fremember....Goliath heed all calls to think 'outside the box' and
such.

Goliath got the solution right here.  Here the  "ten point" plan. Which plan so much better than
Brian Lenfert's what was only a seven point plan.  (ten is much better than seven).   Right away you can see...we is onto something.

So,  Here the big plan.  When Adopeted  Goliath only ask for 10% of revenue generated and SAVED and a ticker tape parade.  ...


Solving the Clark County Project
1.  Immediate furlough of all jail prisoners (currently about 450) Just keep the
    150 or so in there for dangerous violent or sex offense. 

2.   Tolls on Northbound I 65  for all non "10" (clark county) license tag vehicles
      and  Southbound at the Clark County-Scott Count line.   3 dollar toll.
3.   Get Steve Stemler to pass a bill that lets Clark County offer legal medicinal Marijuana sales just like Denver and California. Tax hell out it. 
4.   Get our State Senator Jim to pass bill legalizing County operated Casiono.
       Close down the HORSESHOE (Put it in the old Colgate factry)  That's about
    2 million a month or so.

5.   Turn Ammo plant property  into a NASCAR RAceway operated by Furloughed prisoners.

6.    Sell Town of Borden to Floyd County: Raise about    $ 250,000

7.    Set up video cameras at the Clark County Landfill.  Sell footage to Reality TV producers
        Show is called  "LANDFILL 2011!!!"    (You think I am joking but people would watch this)

       HAve some crusty old Clark County guys commenting on 'the day's haul'.   Furloughed
      prisoners have to pick through the stuff for the camera.

8.    Impound all aircraft  at the Clark County Airport and condemn the craft.  Turn them into
      a  for profit business "Clark Airfleet" sell cheaper tickets to  Destin Florida and Gatlinburg
     (most favorite vacation spots for Clark Countians) 
9.    Incorporated  a  'county business'   due an IPO.  Issue 5 million shares for $10 a share.
        Activity:  "future shakedowns"    Each resident gets one share for free.   

10.   Condemn Hamburg.  SEize all ground and grow potatoes and make a Vodka
       distillery using condemned prisoners.  Market Vodka as "CCC Yodka" 100 PROOF

I hate to say this but you missed a big one Goliath. You were very smart to incorporate drugs, gambling and alcohol into your master plan because they are all very profitable, but you missed the big one - SEX. We should also legalize prostitution so that we can tax those Internet massage parlors. We just spent a ton of money and police resources busting one of those. If it were legalized we could have just taxed them instead. That would allow for serious growth of this industry right here in Clark County and would provide a huge boom for the local economy.

I love "outside of the box" thinking. Gets all the creative juices flowing. The fears, associated with presenting an idea that could otherwise be written of as silly, evaporate, and you become free, free as a bird.

Good idea Brian, Clark County should talk with the owners of the recently busted My1501 Club the alleged Prostitution/ Massage Parlor about relocating in the County. We are already being screwed by Co. officials for free why not set up an establishment that can be taxed.

I'm interested in your number of 150 folks in the jail for violent offenses or sex crimes.

When they were discussing the implementation of the county income tax several years ago - which was going to solve the jail funding problems - a snapshot picture of those in jail revealed a total of approximately 60 individuals there for violent crimes (which would've included sex crimes had there been any such offenders there at the time) and property crimes. That included the shoplifters and two dudes getting in a fight outside a bar.

Has crime increased that much? Did we somehow get more local offenders when the jail expanded? Were you winging it on your estimate? Do we have lots of scary offenders in the Clark County Jail that are from other areas?

But for the record, your idea of furloughing inmates is a great idea for saving money. We should only be locking up those people who actually harmed a victim with their "crime." Would save money on law enforcement, too, if we only focused on real crimes.

Your idea of furloughing non-violent inmates ALOT of sense. Some years ago there was an estimate of $50k per inmate per year in cost to taxpayers. I can only imagine that has increased significantly. Sounds like a "do it now" idea.

Actually, Goliath was just winging it on his estimate of violent and sex offenders. As you note, it may be significantly lower.

It would be very interesting to know.

Goliath never approved of having a jail that is bigger than the Courts and administrative buildings combined. Kinda symbolic in Goliath's mind of what was wrong with our policy.

While funding for the jail is hot topic might be a good job to re-do that snapshot of the inmate population based on offenses.

Putting that on the to-do list for next week.
