IMPD cop held in robberies of pulled-over drivers
A 23-year Indianapolis Metropolitan Police Department veteran was arrested today on charges he robbed motorists after pulling them over.
An IMPD release said Officer David Butler threatened arrest and stole money after stopping vehicles on the Northwestside for minor traffic violations.
The robberies occurred while Butler was on duty, in uniform and driving a marked police car, the release said.

In basic review,
many bills that should have had final action
in both houses of the IGA, are still pending due to the "walk out'.
HB 1022, co-authored by Rep. Steve Stemler, has not had action since April 11,
due the severe backlog of bills to be considered.
HB 1022 passed the House 79-21 and then, as amended, the Senate, 34-16.
The amended version must now be passed by the house tonight.
There is not time for any chages to the final Senate version.
There is not time for a "conference committee" agreement.
Lots of bills on "life support" for this abrieviated session!
If it is not called for another vote in the House in this session,
it will be introduced in the next seesion, most likely with the same excellent support.
A tough political process when so much working time was lost.

The prior ruling by Scott Circuit Judge Kloepfer, which was upheld on appeal by the Indiana State Suprme Court,
was veay clear on the situation with respect to "double dipping by one person drawing two lucrative salaries
and exercising authority in TWO separate branches ot the SAME unit of government simultaneously".
The judge rulled that it could not be done in Indiana and the Supreme Court concurred.
Thus, Caldwell was given the opprtunity to chose or the court would choose for him.
We have three "co-equal" branches of government allowable at the city, county, and state levels in Indiana.
They are the judicial, the executive, and the legislative branches.
The concept is to "separate powers" into different branches and thus avoid the "concentration" of power.
This is to disallow one person exercising too much authority and to not allow them to do so in "multiple branches" of the same government at the same time.
It is a well tested method of "checks and balances".
It is in DIRECT OPPOSITION to the concepts of a monarchy or a totalitarian form of government,
like a Marxist dictatorship.
Hense the name of the constitutional concept: "The Separation of Powers Doctrine".
The Indiana General Assembly, the "legislative branch" of Indiana state government,
is consideraing HB 1022 ,which would prohibit the corrupt practice of drawing two salaries
and exercising authority in TWO separate branches of the same government simultaneously.
State Representaitive Steven Stemler has co-authored a bill that would legaly"codify"
and ban the corrupt practice by state law.
This would establish a standard or legal requirement for all to follow uniformly.
His bill has been amended by compromise with forces that wanted to extent the practice for four years, thus delaying implementation of the effort.
Steve has bravely fought those those forces, but the bill was amended in the Senate.
If his bill becomes law, he achieves his goal, but the full impact takes four years.
That is the "give and take"within the legislative branch and its process.
The bill must pass both houses in the same form by the end of this legislative session which is this Friday.
Then the Governor can sign the bill, in which case it becomes law when promulgated or the gov can veto it and "kill" the legislation.
The legislature can overide the Governor's veto with a 2/3rds majority also to force the bill to become law.
This process of 'give and take" is also part of the separation of powers /checks and balances process.
Wait, there's more still to come!
A law really isn't a law
until it has then been "tested" by the JUDICIAL process, the third "co-equal" branch!
The founders understood the Contitutional proess very well. It is excellent!
HB 1022 can be challenged in court and then it could be "overtuned" and ruled not legal or it could be "uphelp"
and ruled legal.
Parts of the bill could be "struck down" as well. That is where Judge Kloepfer's ruling could be added to the argument as a "prior existing ruling or precident".
A final ruling
could determine that "persons running in this cycle" could do so under the color of the current statute
and hold both positions.
Or that section could be "disallowed
and they would NOT be allowed to do so.
The Judicial process would ultimately decide.
The second "track" is that of the voters determining if they approve of the corrupt practice
of "double dipping"
from the same government at the same time.
The general feeling is that only someone in a position to pull that off would support it.
The idea ia abhorent to our system of government.
The voters will be given the opportunity of choosing at the polls
if they support a nominee of a political party
that has such "double dippers"standing for election on that party's slate.
We may have three candidates- SC, EZ, and EH- doing so this fall in the General Election for the City of Jeffersonville.

Someone very powerful slipped in the amendment.
I am in shock at the corruption of this ideal.

Rep. Stemler did an excellent job getting it this far, especailly on the last night of the session.

Governor Daniels signed into law a bill that would designate a portion of Ind. 62
in Clark County
as the River Ridge Commerce Corridor
and help extend the strength of the Ports at Indiana at Jeffersonville.
As part of the project, the Indiana Department of Transportation is preparing to upgrade SEVEN MILES of the road so it can be labeled an extra heavy duty highway, allowing companies to haul steel and other large loads from barges at the port to the warehouses or manufacturers at the nearby River Ridge Commerce Center without first obtaining special permits.
The upgrade and designation essentially extends the reach of the port, which is running out of space for commercial and industrial development.

and Sen. James Plaskett, a Democrat, worked on the legislation to create the Jeffersonville port itself.
Rep. Wathen
then used his considerble clout
to get the State of Indiana
to buy a lot more ground for the port.
That forsight, leadership, co-operation, and, yes, plain ol

got the port built and then expanded.
A lot of very good paying indistrial jobs have resulted.
The "River Ridge Corridor" infrastructure expansion
legislation

will extend the original port area into the the entire massive
River Ridge commerce area.
Remember that the port in Jeffersonville is what is called a "Port of Entry".
That means direct shipments into and out of the United States.
This allows us to extend and increase the volumn of exported manufactured goods
from Jefferonsville to the world under many internation trade agreements.
Prosperity awaits the prepared.

Some history.
Sen. Plaskett, from New Washington, was a very powerful state senator. Senator Plaskett was also a former Clark County elected Sheriff!
A very successful career.
He LOVED to to "hoss trade".
The "Watergate backlash" in 1974 also strengthened the Democrats position in the IGA.
Indiana had Republican governors from 1969 through 1988 when Evan was elected.
Richard Wathen was first elected to the house in Indiana in 1972. He had run for US Rep against Lee Hamilton in 1968 and 1970, unsuccessfully.
Dick's committee assignments and leadership position always helped us. He certainly had the Governor's ear.
It was "fashionable"
to try to put down Rep. Wathen
by the Clark County Democrats
by using
"lip service".
It was extremely rare
back in the day to elect Republicans anywhere in Clark County except Sellersburg,
and the Democrats feared Richard Wathen.
He was a very nice man.
I know how much influence he had, as he was very helpful in legislative efforts.
We were fortunate that we didn't see any tricks on necessary legislation we needed then like the crooked move pulled last night by the city slickers against Rep. Stemler's ethics, double dipping, removal, and nepotism bill,
HB 1022.
This was a really weird, deceitful session of the legislature.
Sen. Plaskett deserves a great deal of the credit for the port. Dick Wathen also deserves credit. Dick additionally obtained the funding to expand the original size of the port.
Sen. Plasket had retired by then.
The port bill and the players were very often discussed often at the "Thursday Night Club".
The TNC was started in the early 1950's by Mike Marra and Tom McCartin.
The meetings during the summer were often held at Carpy Baird/Ralph Stemler/Tom McCartin's camp on the river near Six Mile Island and the site of the new port.
